helpctr.exe

I tried to open Help and Support but it says that it cannot find helpctr.exe.
I did that scannow thing and that didnt help. if you have any sugestions, im
always excepting.

Start/search/files, does helpctr.exe exist in this folder?

C:\Windows\PCHealth\HelpCtr\Binaries

yes its in that folder but when i click on it out of there it still does not
open
