I have a 3 week old new computer and until this day, i'm not sure why
when ever I click on the Help and support button an error message saying
"Helpctr.exe can't be found" keeps being displayed. I checked
C:\WINDOWS\PCHealth\HelpCtr\Binaries and "Helpctr.exe was in their. I can
only access the help and support menu from their. Can anyone help me figure
out how to make it stop saying "Helpctr.exe can't be found?"

Andrew,

The newsgroup microsoft.public.access is for questions relating to Microsoft Access, the database
software.

Why not contact the vendor of your PC for assistance? You can try adding
C:\WINDOWS\PCHealth\HelpCtr to a PATH variable in C:\autoexec.bat. That might help prevent the
error.
