Linda, you can download to restore the msconfig file or you can copy it from
another system, and you can run it from any folder or even a diskette, but
the original folder is: X:\WINDOWS\PCHealth\HelpCtr\Binaries\msconfig.exe
For the problem with Word, go to the Windows registry and delete the Word
key and restart the computer, on reboot the Word key will be freshly
restored as when the application was installed. To do so, go to
Start\Run\and type "regedit" (no
quotes) and Enter\navigate to:
HKEY_CURRENT_USER\Software\Microsoft\Office\version#\Word
HKEY_CURRENT_USER\Software\Microsoft\Office\Word
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Office\version#\Word
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Office\Word
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Office\Word
Delete the first Word key from this group and restart the computer, if the
problem isn't fixed, delete the next.. if the problem is present with any
user account, delete the Word key in the Local_Machine hive. Delete one by
one until the problem is solved.

The cause msconfig was deleted is most likely some type of malware, it could
be a trojan, spyware or virus so you have to scan the system to get rid of
the likely infection, use antispyware-anti trojans and an updated antivirus
and run a few online antivirus scans.
Install Adaware SE Personal, Spybot Search & Destroy, CWShredder, and The
Cleaner.
