help!

2 nights ago my computer got shut off improperly i.e.
(power surge). when i turned my computer back on there was
no tool/start bar and no icons the only way i can access
the computer is by hiting ctrl+alt+delete and then by
hitting new task. i dont know if this is a new virus or
not i really need help i posted on the virus section but
they havent responded.
 
i dont know if i can do system restore because when that
mtblast worm went around to fix it they told me to turn
off system restore if i cant doit is there anything i can
download or do shortof reformating my computer i can
download a program to my friends computer and burn it to a
disc and load it on my comp. please help
