help!!!!!

Allright I have a brain fart and cannot remember how to let users change
their password. I know it is probably in GPO but I am drawing a blank.
When users go to change password it says that they dont have permission to
change. Please help this empty mind

control panel, admin tools, local security policy, account policies,
password policy
