help!! xp welcome...and thats it

hi,

i started up my comp, and halfway through the startup,
there was a power surge and my comp restarted. it asked
me then if i wanted to start in safe mode, or operate in
last known settings. I chose the latter.

now...and ive been restarting at least 30 times at least,
this is what my comp does. it boots up normally, then
goes to the welcome screen, and that's it. it just stays
there.

until i press control alt delete, the comp won't do
anything. when i do, my desktop background display is
pulled up, but i have no desktop icons or taskbar, and it
will just sit there doing nothing.

when i press control alt delete again, task manager comes
on, and that's where im at now.

ive tried using system restore via taskmanager, but when
system restore comes on...just a blank white screen.

is there something i need to change in the registry
editor?

btw, i don't have a reboot/startup disk...help!

When the power surge hit, it might have damaged some files, or it might have
damaged hardware.

You don't need a boot disk to fix things...the Windows CD is bootable. If it
was mine, I'd probably just do a repair install, but others may have
different suggestions.

If that doesn't work, it may be that the power surge damaged the hard drive,
the motherboard, the memory, the power supply...or something else that you
really need.
