Help: XP Pro Boot process extremely slow

I have a new Dell Notebook (Inspiron 600m) with Intel
Pentium 1.6 MHz Centrino Technology, 512 Ram memory,
running Windows XP Professional.

It takes up to 5 minutes to Boot (load all programs)
before Boot comes to a useable state.

How can I speed up the booting process and get it to Boot
to a useable state in a total of 30 seconds?

On its own, Windows XP boots very quickly.

The most effective way to speed the boot process is to keep the number of
programs that start with Windows to a minimum.
