help with users licensing

I have several users that I can not get rid of in licensing (per seat mode).
They are no longer in the AD or listed in any group. I revoke and delete
their user licenses, but a few days later they show back up. Licensing shows
the correct date of their last license renewal (varies between 2/2002 -
6/2004) and shows zero accesses. I've also checked to make sure that no one
is attempting to log in under those ID's. How do I go about permanently
deleting a user license?

Bill,

You'll need to destroy and re-create the license database. This isn't terribly risky so don't panic. I have attached directions below. These will help you back up, delete, add licenses, and assign them to license groups -- by OU.

Locate License Master

Navigate to Start | Programs | Administrative Tools | AD Sites and Services

Expand the site tree

Expand each server tree

Locate the License Master for the domain

Record the Current Licenses

Navigate to Start | Programs | Administrative Tools | Licensing

Expand the License view

Write down the licensing information

Backup License Information

Log on to the License Master with Domain Administrator rights

Navigate to Start | Programs | Administrative Tools | Services

Stop the License Logging Service

Copy %systemroot%\System32\Cpl.cfg to a safe location

Copy %systemroot%\System32\LLS\Llsuser.lls to a safe location

Copy %systemroot%\System32\LLS\Llsmap.lls to a safe location

Verify error logs

Navigate to Start | Programs | Administrative Tools | Event Log

Visually inspect the event logs for problems with the server that may cause problems in the case of a reboot

Execution

Stop License Logging Service

Navigate to Start | Programs | Administrative Tools | Services

Click on License Logging Service to select it

Click on the Stop button to halt the service

Wait as the service is stopped

Delete License Information

Open the Windows Explorer

Delete the %systemroot%\System32\Cpl.cfg file

Delete the %systemroot%\System32\LLS\Llsuser.lls file

Delete the %systemroot%\System32\LLS\Llsmap.lls file

Start License Logging Service

Navigate to Start | Programs | Administrative Tools | Services

Click on License Logging Service to select it

Click on the Start button to start the service

Wait as the service is started

Add Licenses

Navigate to Start | Programs | Administrative Tools | Licensing

Click on the Add Licenses button

Enter the number of licenses that were recorded in the preparation phase

"Select ""Per Seat"" as the license type"

Enter a dated description of the licenses

Click OK to add the licenses

Create License Groups

Determine the number of workstations per physical site

Navigate to Start | Programs | Administrative Tools | Licensing

"On the Options menu, point to Advanced, and then click New License Group"

"In Group Name, type a short descriptive name "

"In Description, type additional details to help identify the group (Licenses Created on mm/dd/yyyy)"

"In Licenses, enter the number of licenses needed in Per Seat licensing mode"

Click Add

"In List Users from, click the appropriate domain"

"Under Users, select the users from needed OU, and then click Add"

Click OK

Repeat for other OUs

Verification

View License Manager

Navigate to Start | Programs | Administrative Tools | Licensing

View the license properties to verify that the configuration is correct

Check Error Logs

Navigate to Start | Programs | Administrative Tools | Event Log

Verify Error Logs for problems as licenses are allocated
