Help With Toolbar "Help"

I had to reinstall Windows Xp. Ive got a problem accessing the Help guide
from the Windows Toolbar(I guess thets whats its called). Anyway when I click
on Help I get a drop down menu, That contains the following- Contents and
Index,Search and Favorites... also along with this I get the messageon the
right hand side that says The Page you are looking for is currently
unavailable. The web site might be experiencing tech. difficulties or you may
need to adjust youre browser settings.

Ive tried the detect network settings and everything else I could think of
but still cant access the help guide. Also way at the bottom it says Cannot
find server or DNS error.

I would appreciate it if anyone who could help me solve this problem.

So are you doing this while on the Internet Explorer and connecting to the
Internet, right?.
Then try this Clear the caches, Internet files and delete cookies, by doing
this click Tools >> Internet Options and on the IE properties do the previous
of clearing your caches.
Then click on Advanced tab scroll down under this Option:
[&] Browsing
[ ] Enable Third-Party browsers extensions (Req Rest) Uncheck this box.
Close the IE properties and the webpage, and open a run command and type in:
ipconfig /flushdns click [OK]
then type: netsh winsock reset click [OK] and Reboot your computer and try
to connect.
Otherwise tell us what you want to achieve we may help, is it the Help or is
it your connection?.
