Help with help!!!!!!!!!

Once again I keep getting those annoying balloons that pop up all the time
when I'm looking thru my Favorites or thru the explorer for a file. There is
a way to stop these pop up windows and I don't remember what it is. I
promise I will write it down if someone can help me out this time.

the ones in the launch & taskbar can be shortened by
removing the 'comment' in icon properties.
