help!!! win2000/xp sharing

hello

i've problem with share my file and printer, why win98 can access file/printer share on win 2000/xp, but win2000/xp can't access win98 share. i've tried to access from "run" and type "\\192.168.23.3" (ip address win98) and then appear message "network path not found"

- Check your IP addresses. Are they in the same subnet?
- Turn off your firewalls during the testing phase.
- Try pinging the other machine.

all ip address in the same subnet, and all machine pinging. i'm sorry, i forgot to tell you that my network connect to workgroup using netware3.12
i just already add all user to my win2k users
