Ctrl/Alt/Del does not work with Home, that is a Pro feature.
For Home, reboot tapping F8 each second.
Select Safe Mode at the menu.
Select Administrator.
From there you can go to User Accounts in Control Panel and manage the
profiles to include changing account type.
