Help & Support Html links not working

I have all the latest XP updates. There are two users on this computer. For
one account, all the links in the help section work. In the other account,
the links do not work. For instance, clicking the 'Related Topics' link
brings up a window with a big red 'X' stating, "The page you are trying to
view cannot be displayed. This may be because .." etc. Anyone have any
ideas? (I have tried a few of the ideas presented in these forums, but none
have worked so far).
 
If your using IE did you try going to tools\internet options then at the top
advanced scroll down till you see multimedia and make sure there is a check
in the box that says show pictures?
 
Clicking "Related Topics" and other hyperlinks cause "Cannot display the page" error in Help and Support Center:

I have the same problem as depicted on the web page you reference. I did
however check the registry settings that are suggested and they were set as
suggested, so this doesn't fix it. In addition, there are "OXO"s instered
throughout the help text, apparently as some type of merge field where data
is supposed to be inserted.....
 
Which Topic you're accessing in HelpCtr, and the complete navigation path will help me repro the problem here.

Some links work in different way. That's why I asked the navigation path exactly (an example).

Thanks for the details. Before I proceed further, make sure that you've enabled Active Scripting for the Local Machine Zone. Both in HKEY_CURRENT_USER and HKEY_LOCAL_MACHINE hive.

OK!!! It's FIXED!!!!!!!!!!!!

This one suggestion is a new one though::

I never saw that one before, so I THINK that was the fix. However, I did a
NO-NO because I was performing another fix at the same time when I tried this
so I can't be sure. I had been trying to clear my Internet Cache and when I
went to confirm the files were being deleted I saw that many weren't and that
the directory structure itself was "behaving" strangely. So, I chose "Move
Folder" from my internet settings, assuming if there were some type of
corruption it wouldn't be copied with it.

So, between the two it was fixed. I assume it was your suggestion, again

Well roitodd you fixed it by moving the folder.
I have been through every possible solution from everywhere on the net and
nothing worked until I tried your NO-NO.

All I did to fix this really stupid MS problem was choose Move Folder under
the settings button on the general tab and literally moved it back over
itself.

That's what you did to get it to work and not Ramesh's link to article
811630 or registering that ocx file.
That particular suggestion will not work with XP Service pack 2 because that
file is older than the one SP2 installed.
There seems to be a number of other people with the same problem.
It also fixed my problem of not being able to save a picture off a web site
in anything else but an untitled bmp, even if the picture itself was a jpg.

This did it for me as well. I had been searching for days, trying different
fixes for hours, and this was the answer for me. Help and Support is now
working again. Thanks.
