Help! Safe Mode Boot

My desktop would not boot to safe mode when pressing F8. So I went into
msconfig and checked safeboot. Now the PC doesn't boot into anything at
all. I gets to the xp splash screen then reboot and continues in a reboot
loop. Any suggestions on how to correct this?

OK so no one knows how to solve my problem. So I have tried all, the repair
console, repair option and a reinstall option. Each time when the pc
reboots to go into setup it goes to safe mode then says it can't run setup
in safe mode so it reboots right back into safe mode. What is going on?!

Any suggestions would be appreciated...

Download a Windows 98 SE boot disk file (when it's double clicked it will
ask that you insert a floppy, and will make a Windows 98 SE boot disk. Boot
with that floppy, then type:

format C:

then press the Enter key. (Yes I know it will format FAT32, but when you
install Windows XP you will have the option to format NTFS). After
formatting the drive, remove the floppy, set your system setup (BIOS) to
make the CD drive the first boot drive, save that setting and exit the
system setup. Unplug any peripheral hardware components. Insert the
Windows XP CD and run the setup/install. If the above works, then try
installing your hardware peripherals one by one. You might want to go the
peripheral maker's web site, and download the latest Windows XP drivers
before installing it.
