Help Restoring a Complete PC Backup

I am trying to restore from a complete system failure. When I try to go into
the System Recovery, I get the error message that this function has been
disabled. How do I enable it?

The question is a bit ambiguous, but I am assuming the UAC and stuff is not
active and/or you are not running with administrative privileges.
