Help! Problem getting OE6 to start

I have been using OE6 quite happily for some time but recently a very
frustrating fault has developed: when I try to start it I get the message
"Outlook Express could not be started because MSOE.DLL could not be loaded."
I am using W98SE.

I can cure the problem for a short time by downloading IE6 service pack 1.
This allows me to start OE6 two or three times but then the same fault
develops.

I have posted this problem before but none of the suggested solutions work.

If any MS expert is reading this: PLEASE HELP ME SOLVE THIS PROBLEM!!!

Did yu find out the problem? I have a similar problem
and can not find the solution. Thanks for your help-
