Help Please

I posted this problem that I have been getting before but
what someone told me to do didin't fix it. Bascially what
is happening is that explorer.exe is running at like 99%
and only the background is showing on the desktop, no icons
or start menu. If I end process for it and then start it
up again, then it works fine, but then I have problems with
internet explorer and everything is slower and it freezes
up everyonce in a while and if I go back into taskmanager,
then i have to end process for explorer.exe and start it
again. I have to do this atleast 5 times in an hour. If
anyone knows how to fix this then please help, thanks in
advance.
 
I had this problem a year or so ago and solved it by reapplying the current service pack. It might be some corrupt files or something but it worked for me.
