Help please with access denied on most programes

Hi need help can anyone tell me why when i try to access my control panel i
try and look change setting in security centre,add and remove,apperance and
themes,see basic thing about pc it always says:- Windows cannot access the
specified device, path or file. You may not have the appropriate permission
to access the item. can anyone help please thank you,
