Help Please!! Can't receive email - windows vista

Please help!! We have our new windows vista lap top with two email accounts
set up, we can receive mail but can not send mail. Our internet connection
is by a T Mobile usb stick if this makes any differance? This error code
appears for both accounts when we try to send .

"An unknown error has occurred. Subject 'Testing Message', Account:
'pop.tesco.net (1)', Server: 'smtp.tesco.net', Protocol: SMTP, Server
Response: '421 aamtaout02-winn.ispmail.ntl.com connection refused from

As a general rule, the SMTP server you use must belong to the same
owner as the network supplying your connection to the Internet.

Contact T-mobile and ask them if they have an SMTP server you can use.
