HELP-pc does not re-start

I am using WindowsXP Home and on a compaq. It started
when a message said that a file is corrupted and ask me
to go to clear disk utility. The file was in Cdrive,
system and ends with dll. Do not recall exact.

I follow and it runs on its own and then say that I need
to restart my pc. However, it was not happening. The
screen just goes from blank to the "WindowsXP Home
edition" to "Compaq" and continues in this cycle. Even
when I go to safe mode or everything else on the list.
It just does not start. Please help.
