Help - out of options on strange Outlook 2003 problem.

To preface, I am an IT/IS pro but this one has me baffled.
WindowsXP Pro and Office 2003 and Windows 2000 Pro have all current hi-
pri and recommended updates. No viruses or malware on system. I have
ruled out NOD32 AntiVirus and ZoneAlarm (free edition with the mail
scanning part of ZoneAlarm removed) by shutting them down to test. I use
Verizon DSL and their mail server (POP3). I do not have either "Use Word
2003 to edit email messages or read RTF messages. I tried enabling these
to test but no change. I also tried the detect and repair to no avail.

1. Sending an email from Outlook on my main WinXP Pro computer,with html
stationary (Outlook's built-in stationery or my own created ones), or an
email in RTF,is converted to plain text if viewed in OE or Verizon
Webmail using the same main computer, or, if it is viewed on my 2nd
Win2000 computer using Verizon Webmail or Thunderbird or OE.
Nothing is selected in the Outlook configuration to not download or
convert HTML images, convert to plain text, etc.
2. If instead I use OE on my main WinXP Pro computer to send a html
stationery or RTF email, then I can view it properly on my main or 2nd
Win2000 computer in OE or Thunderbird, or on Verizon Webmail.
Here is a copy of the header info from one of the HTML Outlook sent
emails:

As you can see it states that the email is in plain text when received by
OE.

This leads me to believe the problem is with Outlook on the Win XP Pro
system, probably one of the security updates (It wouldn't be the 1st time
a Microsoft patch has solved one problem but caused another). How long
this has been going on I cannot tell, since I just began noticing it when
checking my mail on the 2nd computer. I have noticed by Googling that
others have experienced the same problem but no remedy was
forthcoming. I hope someone can help. TIA!!
