Help on Guest Account Changes

I have set up a guest account for my kids using XP Pro.
Here's my dilemma:
I want to load certain programs on there account. I try to download them and
it tells me that I can't due to it not being an administrator account.
Then I try to drag downloaded files into the user accounts from my
screen(Administrator) and then sign off then on to the kids account.
Still I cant load anything.
What process am I missing?
Step by step instructions to accomplish this would be very helpful.

Log in with an account that has admin rights. Install the software. See if
it runs under your kids' logins.

Aside from that 'Guest' is probably excessively restrictive and
anonymous - better to use Limited accounts which you can control, but
are individual
