HELP! NO INTERNET CONNECTION - Pos Windows Firewall problem

Using windows XP with AOL dialup and Norton Int Security 2006-
Had problem sytem froze had to repair windows by using repair disk -
REINSTALLED Windows. Computer working fine now but unable to get internet
connection. (windows service pack one)
Modem ok dials out calls aol but will not connect. Seems like a firewall
problem. Have turned off Norton Firewall still no connection.
Been told the reinstall of windowsxp defaults windows firewall to on
(previously with norton had to be set to off )

If i now go to CONTROL PANEL click on WINDOWS FIREWALL get error
"Unidentified problem windows cannot display windows firewall settings"

If i then click on SECURITY CENTRE from control panel i get "Security Centre
is unavailable because security centre has not started or was stopped restart
computer or s/cntre" restarted computer still same problems

Found post on here and tried RUN Firewall.cpl same unidentifed problem
cannot display
Then tried Regsvr32 hnetcfg.dll reply "succeeded" but still no internet
connection or windows firewall

Can someone please tell how i can access the windows firewall to turn off
and then try to reconnect to the internet

Start | Run <type in> services.msc <enter>
Stop then disable Windows Firewall...

But you really shouldn't run without a firewall in this day and age.

Get rid of AOL and NIS.
