Help!! My PC is starting itself!

After shutting off my computer it starts back up [XP] on
its own. It also shuts down on its own when left
unattended for awhile. The monitor is set to "20
minutes"/power [desktop/properties/screensaver/power];
the hard disks to "never"; the standby to "never" and
hibernate is "disabled". Any help appreciated!

What is the power scheme Always On? How is the advanced
tab set? Prompt for password, shutdown, Standby? Do the
settings change after reboot, you may need to save to the
power scheme of choice?
