help menu keeps on reappearing

every time I open an application or a program the help menu always
automatically appears , when I close the help window it reappears again. How
can I solve this problem. thanks.
 
I would suspect a corrupt copy of HH.EXE. I would use the 'expand file' button in MSCONFIG to extract a new copy from the setup cd.
