My Dell 4400 desktop displayed an error: virtual memory too low.. This made
some applications unusable (e.g. Internet Explorer). When I shut down the
computer it would boot up again.

I restored to an earlier date, changed the virtual memory (several times,
several settings) and shut down. It would then reboot agian and be fine
until I shut it down... it would reboot and display the "virtual memory"
error message again.

I've updated Norton, experimented with several virtual memory settings,
updated Windows XP, defragmented, cleaned the hard drive, and uninstalled
Roxio. Nothing has worked so far.

See my page www.aumha.org/win5/a/xpvm.htm and the Problems section.
This may well be associated with Norton, and especially its Live Update;
try disabling that and see if there is an effect
