Help, I downloaded windows update and it won't install

I went to the Microsoft windows update site and down
loaded 16Mb and now it just sits there, It won't go to
the install in progress bar.
How can I get the files I just downloaded to install?

did same thing to me last night and i rebooted and
wouldnt even boot in safe mode had for mate now i cant
get into my hds cause security issues
