Help! I can't Shut It Down!

This is my first build. What happens is that 40secs to 2 minutes after
shutdown it powers itself back up. It only stays powered down if, after I
shut down Windows, I also power down at the power supply switch on the back
of the case for at least 10-15 secs. Because of this I suspect a bios/cmos
setting (see CMOS below).

Here are specs/settings:
AMD 3200+ (stock timings)
MSI K8N neo4
CMOS/BIOS: Phoenix Award BIOS ver 1.1
CMOS Hardware monitor settings:
ACPI Standby State: S1(POS)
Power Button Function: Power Off
Restore on AC Power Loss: Off
Wakeup Event Setup: (all options disabled)
Winxphome sp2
ATI x800xl
Western Digital WD800JB 80mb

any ideas?

I found the answer myself here on this NG under the thread: Power supply
won't stay off:
Steps are:
/ Click Start Button
2/ On the Start Menu click Control Panel

3/ When the Control Panel window opens click on the System icon

4/ The system properties window opens

5/ Click the Advanced tab

6/ In the Advanced tab window locate the Start and Recovery section and
press the Settings button

7/When the settings window opens look for the System failure section

8/ Remove the check mark from the Automatically Restart option

9/ Click OK to Exit
