help i cant find the administrator account

Im trying to enable the administrator account during startup but i cant seem
to find where to do this. i used the CMD using net user administrator
/active:yes but it told me access is denied. this is a one user computer and
i only want one user i need to know if there is any other way to enable the
administrator account so that i can delete it FULLY KNOWING THAT I WILL NOT
BE ABLE TO LOG INTO ANYTHING USING SAFE MODE IF I FORGET MY PASSWORD can
someone give me a straight answer?

Hello,

you have to start cmd.exe with administrative privileges to enable
Administrator.
Click Start, type cmd.exe, and in the search panel, right-click it, and
click "Run as administrator". Then type in the command.
