Help Files.

Can I create help files for a custom access database application I have
built? If yes, How?
 
Check out Microsoft's HTML Help Workshop. It creates .chm files using HTML
pages you design yourself.
(the software is free)

There are also commercial software packages for creating Help -- I've not
used any that are currently on the market, so do not have an opinion to
offer. However, I would not be surprised to learn that there are Open
Source solutions for creating Help -- you might want to visit
http://www.sourceforge.com and search for a free one.

The last Help creation package I used was shareware sent me for a free
trial, back in the days either of 16-bit Help or WinHelp. It was
satisfactory, but even the shareware package was not inexpensive, except
compared to the very expensive commercial packages of that day.
