Help files "The page cannot be displayed"

I have been using Windows XP for 6 months.
All of a sudden I cannot access the help files for any of
the programs in Office, or any of my software programs
like QuickBooks.

When I click "select a topic to display", the adjoining
help task pane comes up with the message "The page cannot
be displayed" etc...exactly the same as the one when a
URL cannot be accessed.

I installed Nortons Systemworks and ran everything
including WinDoctor and though it said it had detected
and fixed a problem with the help files - it hasn't.

Why has this happened to all of my software help files
and how can I fix it? It's driving me nuts!
