cannot access a necessary file

I just installed Norton 2004 and ran the SystemWorks scan and it detected "C:\WINDOWS\System32\MAPISRVR.EXE" cannot access a necessary file, "gapi32.dll." It rates the severity as medium. What is the best way to fix this?
