To rescue your stuff, find a friend who can download the tools to build a
bootable CD or thumb drive that can read and copy stuff from your hard drive
to another thumb drive or USB hard drive. Bootable CDs for this go by the
name of Bart PE, UBCD4Win (ultimate boot CD for Windows), Knoppix, and
others. Some can be downloaded as an ISO file, meaning that it is an ISO
image of a CD. There are a number of free software downloads that can
transfer the ISO to a CD; the CD is then bootable and opens with a menu
system that has a lot of tools that may do what you want. Gizmo's freeware
reviews may be a good place to look: http://www.techsupportalert.com/.

Start the machine in Safe Mode and do a System Restore to a time before the
kid "messed" with it.

we tried to do a system restore and it goes back to 2002 lol which is beyond
wrong, and we did try it just to see and still it is the same

Did it actually restore to a point before, or did you get a message to the
effect that System Restore failed and no changes were made to your computer?

Did you do a system restore or system reinstall ?

Since the error code has no trace on the Net ,you are most likely infected with some
Malware\Trojan.

Use the following to try to clear your system

Download, install, run, update and perform a full scan (separately) with the
following two applications (freeware versions are the ones to use for this):

SuperAntiSpyware
http://www.superantispyware.com/

MalwareBytes
http://www.malwarebytes.com/

Download and run the MSRT manually:

Thank you... one question tho... do i download to disk then put onto the pc
because it can not access internet at all on it... if you try any attempt you
can't even get into administrator, you have to fully restart and get back
into safe mode will this work if download the malware and spyware, and get
into safe mode and try the removal from cd?

we did a system restore it would not allow us to restore to current, only was
allowing back to 2002 we decided what the heck it said it does not effect
files that are on pc so we tried and we still got that darn "error code:
0x800700c1" dunno about a system reinstall may have tried but if it was or
is anything that erases files off the pc it a no go due to my baby's pics
being on the pc... we are looking for that other cd that allows you to get
them off without actually accesssing... but still no luck on that one... we
are goin to try this maleware removal stuff hopefull that is a fix or the
damn cd's surface soon!!

Use the computer you are using to post here. Download Superantispyware and
Malwarebytes as suggested by Peter. Burn to CD and finalize the disk. Boot
the machine in Safe Mode and copy the Superantispyware and Malwarebytes to
the desktop. Run the install routines from the desktop, not the disk. Run
both applications, but not simultaneously. See if the machine will boot in
normal mode after the scans.

To retrieve your pictures and data, you will need an XP install CD to create
a Bart PE or a UBCD4Win as suggested by Paul. Download the Knoppix iso image
and burn to CD. You won't need the XP CD for this. Change the boot order of
the machine to boot from CD, and boot from the Knoppix disk. You should be
able to copy your pictures and data to an external USB hard drive or flash
drives. If the Knoppix disk won't start or run, then you have some type of
hardware failure.

If this is the case, take the hard drive out and slave it into another
computer to copy your data off.

Malwarebytes needs to be run in normal mode and not in Safe mode

Peter, the OP said the machine won't boot in normal mode. Hence, the advice
to install and run in Safe Mode.
