0x800700c1 help!!

i have xp home sp3 I can not log in to computer at all and get the error
message 0x800700c1 I can get into safe mode
I get the error and have already tried the regsvr32 regwizc.dll and
licdll.dll to no avail _ I can not log onto internet in safe mode. I need
begginer language to follow to get it back in line It is a dell and I do have
norton security.

exact text of the message. Please try again and post the complete and
exact text of the error message and exactly what you are doing when you
see the message. (What does "can not log in" mean?)

Did you tried System Restore to an earlier date before what happened?
click Start >> All programs >> Accessories >> System Tools >>
System Restore and pick up a Restore point to restore your system.

Can we have the exact wording/verbatim of the error please!
Open a Notepad, customize or minimize to the taskbar as you will need it
later for this step to copy the error message on it.
Open a run command and type in:
eventvwr.msc click [OK] you will get the Event viewer control Panel.
click on each of these:
Application
System
Security
Look in the right Pane/window for error message with red (X) or Yellow
exclamation mark /!\ , double click each one to get more info about the
causer.
On the Event error properties message you will see:
Up Arrow
Down arrow
Two pages
Click on the two pages to copy the error message then bring up the Notepad
you opened earlier and right click on the first line and select Paste from
the list, this will paste the error message on a Notepad.
Please don't duplicate the error message one of each kind will be sufficient.

starting my computer I get the error code 0x800700c1- unable to accurately
check liscense for this computer.
it won't open, shutting it down instead. but i can get on safe mode
I am not at the computer currently as it will not connect to internet

ok so I did try to follow the kb way- but those files were not in there. the
solution ? I found other posts with the same result, and removing the service
pack is what solved the problem.
note: the power had gone out while the computer was in use when this problem
occured.

Thanks for letting us know your solutions and if you need help with
installing the SP? try the below instructions:
Updates are not installed successfully from Windows Update, from Microsoft
Update, or by using Automatic Updates after you perform a new Windows XP
installation or you repair a Windows XP installation
http://support.microsoft.com/kb/943144

Open a notepad and copy and paste the following into it and save as
update.bat on your desktop. Double click the bat file to excute and click
[Yes to register the dlls and reboot your machine and see if that will help!

regsvr32 wuweb.dll

regsvr32 wuaueng1.dll
regsvr32 wucltui.dll

excellent! I did have a reference on the other person reinstall etc. and teh
Wups problem
ok so highlights are:
error CODE ABOVE
remove SP
reinstall sp2
do the copy paste routine from previous post
run update from microsoft
effect:
wonder why Microsoft KB can not have an easier solution posted to this
problem!?? thanks again ! and as it is running if error will post again!
