Help: Can't open the file, User don't have permission

After reinstall Windows XP, some of my files (created
before old XP crash) can not open, and shows I don't have
permission to open it. I have setup the permission for my
login account, but it can't help. Same as if I login in
as an Administrator. I can delete or rename the file, but
can't copy. Did anyone know what's wrong and tell me how
to resolve this problem. Thank you very much!

Take Ownership of that folder. Login as Administrator from Safe mode (XP
