HELP!!! can't get to Internet Options on Tools menu

I click on Internet Options on the Tools menu and get a dialog box that says

Restrictions

X This operation has been cancelled due to restriction in effect on this computer. Please contact you system administrator.
______________________________________________________________________
Problem is I'm running Windows XP Home Edition and I'm the only user and the administrator. I didn't set up any restriction and I don't know how to remove them.
Can somebody tell me what's going on and how to correct this problem? I want to clean out the cookies, etc.

Yes, I am running SpyBot. In fact, I hadn't run it for a while and just ran it earlier this week. Is that the problem? Why? How can I correct the problem...? Should I not be using it? Is there an alternative? (Is that enough questions? ;-)
 
Yes you should use it. Do you have the latest version? 1.3.

Did you by chance run SpyBot's Immunize feature?
Check and make sure you didn't check the "Lock IE' in Spybot's Advanced Mode
Settings Tools IE Tweaks.

Close IE.
Open Regedit.
Find the value NoBrowserOptions and remove every instance of it.

You might try this from Mike Burgess first if you use SpyBot:
'Did you by chance run SpyBot's Immunize feature?
If so, you can unlock by unchecking the option to "Protect IE Control
Panel".
