Help cant get on to the computer system

hi
i pressed the reset button three times and the computer
restarted, it wouldnt then let any of the users log on
and the log in screen is upside down. What do i need to
do to correct it? I went onto safe mode and help and
support and the following came up:
unable to load help and support
contact microsoft with error code 2147143677.
Please help
 
What was the reason for the reset button three times? If the image is upside
down, this sounds like a graphics adapter or monitor issue.
