Windows did not load Help and Support on a clean install. How can I load
that feature? The OS is Windows XP Pro. Don't want to reformat, because I've
loaded all of the updates and software.

Check out Doug's site, below. Click on XP-FIXES, then on the HELP/SUPPORT
item.
