Internet Explorer 6 and 7

my problem is on my dell insprion 4000 it used to have 2000 pro and xp pro
those os's were clashing so i reformatted my HD and now when i click links in
internet explorer the links never load and windows and microsoft updates
won't load becuase it's a link web site my windows defender and my pc is at
risk for spyware if this is not fixed soon can anyone help me out here???

Go to Start/Run, and type: REGSVR32 URLMON.DLL Then open IE, Tools menu,
Options, Program Tab, and click the "Reset Web Settings" button.

i have been doing that and it never works.
