Help and Support Won't Run for me either

This is the first time I have posted to a newsgroup so forgive me if I make
an error.

Having read through all the posts and trying various things I've reached
this point:
"Windows cannot open Help and Support because Service is not running. To
fix this problem, start service named Help and Support."

-The Help and Support service is not available on my list to double-click.
-When I tried running program solution from an earlier post from the Start
- Run I was able to find all the files on my computer except "pchdt_p3.cab

Any other ideas for me to try.

If the Help and Support service is missing in the Services.msc listing, this
may be due to accidental deletion of a registry key. Download helpsvc.zip
file [ http://windowsxp.mvps.org/reg/helpsvc.zip ]and unzip the contents.
Extract helpsvc.reg to the Desktop and double-click to merge the contents to
the registry. This restores the Help and Support service entry.

Thank you for your help. I tried the download. It still is not there. To
make sure I'm in the right place this is what I did: I restarted Windows and
ran "msconfig" under Start-Run. There is no Help and Support service in this
list.

To better manage Services, click Start/Run and type SERVICES.MSC.
Locate Help and Support service entry from the list, and double-click it.
Set it's startup to Automatic, and start the service

If H&S service is not listed, it's possible that the REG file is not
imported properly. Open Regedit verify if this key/subkeys exists:

[HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\helpsvc]

One sure way to fix the Help and Support is to rebuild it as per the advice
from Rebecca Chen [MSFT]. See: http://windowsxp.mvps.org/rebuildhelp.htm

I'm making progress I think.
I ran the script from Patti named fixwinXPhelp then I ran the helpsvc.zip
that you suggested and now I have the Help and Support service listed and
checked under the Services Tab in msconfig. However, it's status is stopped.
And I'm still receiving the error message that the Help and Support service
is not running

Start the service via Services.msc

That where I was trying to go thanks.

Now when I double click the Help and Support service it brings up a dialogue
box. On the general tab I hit start and the following error message comes up

"Could not start Help and Support service on local computer. Error 1083 The
executable program that this service is configured to run in does not
implement the service."

I also tried running the reinstall to Help and Support Center that you gave
me.
The commands "rd packagestore /s /q" and "rd installedskus /s /q" both came
back "file not found"

You need to run all these commands below. Or, make a Batch file with these
lines:

net stop helpsvc
cd /d %windir%\pchealth\helpctr
rd packagestore /s /q
rd installedskus /s /q
cd binaries
start /w helpsvc /svchost netsvcs /regserver /install
start /w helpsvc /register

Save as fixhelp.bat in the Desktop, and double-click it.

I'm not sure how to make a Batch file but I did run those by Start-Run-cmd.

the lines "rd packagestore /s /q" and "rd installedskus /s /q" both lines
when run gave me the response "The system cannot find the file specified."

Attached helpfix.bat.
Save it to Desktop.
Close helpctr.exe and helpsvc.exe process (if running) from Task Manager
Double-click helpfix.bat

I am viewing this link through Internet Explorer and don't see a way to
receive an attachment?

It's ok I figured out my outlook newsreader.
This didn't work. Still getting the file not found and I tried starting the
help and support service and still got the same error message.

If you're sure that you've run these two commands successfully, and the
problem still persist, I can only think about a repair installation of XP:

start /w helpsvc /svchost netsvcs /regserver /install
start /w helpsvc /register
