help and support on xp disappeared

weirdness...can't remember when this started but i have no access to the
help and support part of my xp pro or system restore or system information
in accessories etc...it looks as if it's about to go to it, but stops.

has something corrupted or changed some admin setting does anyone know?
(i'm on service pack 1)
