"Help and Support" is inactive

When clicking on HELP AND SUPPORT on the START menu,
nothing happens. Neither the Helpsvc.exe nor the
Helpctr.exe services are active. Yet the HELP AND
SUPPORT service is STARTED. The startup type is
AUTOMATIC. I've tried restarting the service, and this
changes nothing.

I suspect something is wrong in the registry, but this is
only a guess.
