Help and Support Icons Missing

In Vista Home 32 when I open the Help and Support Section I don't have any
icons and just a red X with no picture Icon.
My restore points are gone since they are deleted every three days. so I
can't go there.
I made a new user account and no help.
I tried the Guest account and nothing there.
Any help here?
