Help adding a personal folder in Outlook 2003

I am having problem adding a personal folder in Outlook 2003. When I do
File/Open/Outlook Data File I get the following error: File access is
denied. You do not have the permissions required to access the file
c:\mail\personal.pst.

I susspect this has something to do with NT user accounts. When I am logged
into the machine as "user1" the file opens just fine in Outlook. When I log
in as "user2" and try to open the .pst I get the error. If it matters user2
already has three account associated with it; an exchange (default), MSN
(via MAPI), & Hotmail (via http). user1 just has the personal.pst.

How do I add permissions to the .pst to allow "user2" to open and use the
file. I cannot seem to see any place when I have the file open as "user1"
to do so.

this can often happen if the PST is set to read-only but that wouldn't be
the global case if you can open it as another user. Check for the read-only
attribute. You might need to set user-level permissions for that
folder/file.
