recieve multiple copies of the same email outlook 2003

Hi Everyone,
I have setup rules for emails using the rules wizard, the problem I have is
that if someone sends me an email, and cc copies it to someone else that I
have a rule for, I get two messages. Example: user1 has a folder for his
email, user2 has a folder for his email too. if user1 sends me an email but
is cc copied to user2 also, I will get the same message in user1's folder
and the same message in user2's folder. Any ideas why and how to solve this,

Set the stop processing more rules bit on one or both inbox rules.
