Headers and Footers missing when I open document - Word 2003

I know I have "misplaced" a setting. When I open a document, the headers and
footers are not present. I have to use the command to view headers/footers
to get them to appear. There is a setting someplace that governs this. Can
someone please point me to it?

....BTW---I used Word 2003 at work. They have no plans to ever upgrade to
Word 2007 because they do not like it. Nobody in the office likes it or
plans to ever use it. I use Word 2003 at home because my productivity and
time with my family dropped to practically nothing during the 5 or 6 months I
tried to use the travesty. I have upgraded to Word 2003 at home, too.

In Word, click on Tools | Options | View tab | check the "White space
between pages" box | OK.
