header section grows

random headers have grown to different sizes. I can't change the size. What
is happening. What do I do.
 
Click on the Show/Hide (¶) button and see if there are any empty paragraphs
in the header. Look at the formatting of the paragraphs for the space after
them.

The headers are different sizes and are random.. I check for wild characters
and find none. when I try to change sizes it makes the head and footer touch
each other.

Make sure that the vertical alignment on the Layout tab of Page Setup is set
to Top and not Center.
