Header page numbering

How do you stop the page numbering from incorrectly
defaulting to an inappropriate number.

ie. in a doc of 10 pages when I put in page number 1 on
the first page it defaults to 2 or 3 or even 0! I've
tried deleting it and re-entering but no luck!

I do know that you can get around this by setting section
breaks but why does it do it in the first place!!! and for
long docs it's terribly time consuming!
 
This doesn't have anything to do with the Windows 2000 operating system.
Try posting in a group that is for the word processing application yu're
using.
