Having trouble setting up Outlook 2007 account on Vista machine

I run a Windows 2003 R2 native AD domain with an Exchange 2007 mail server.
My Windows XP machines have no issue connecting to exchange 2007.

Vista machine user already has an mail account and local admin privileges.
Logon to account via IE/SSL browser works fine; username and password
accepted. However I cannot setup Outlook 2007. It keeps asking me for my
username and password. I enter it and it asks for it again. The presumption
is that is failing due to bad password but I cannot find anything int he
event logs of the Vista or Exchange 2007 machine. I disabled UAC and
firewall on Vista machine as well as firewall on Exchange 2007 machine; no
help.

The Vista box attempts to access the exchange 2007 machine on TCP port 1209.
The SYN/SYN-ACK/ACK packet exchange is successful but then a FIN/ACK is sent
by the Vista machine and the connection is torn down.

This would appear to be a Vista problem. Outlook cannot start due to this
issue.
