Cannot setup outlook profile on vista machine

The connection to Microsoft Exchange is unavailable. Outlook must be online
or connected to complete this action when attempting to setup outlook profile.

Attempting to setup Outlook 2007 profile on Vista Business to Exchange 2003
on Small Business Server. Get the above error message. See details below.

Server Name, including FQDN is configured in hosts file.
Able to ping server by IP address or name.
XP machines running outlook work just fine.
Firewall is off.
AV is uninstalled
DNS is functioning correctly.
All drivers are up to date, all Vista patches are installed.
UAC is off.
Article ID 927481 from Microsoft does not apply.

Found the solution to this issue myself. It seems that even though Norton
was uninstalled, it was still running after several reboots. I used the
norton uninstall utility at
http://home.eunet.no/~pnordahl/ntpasswd/bootdisk.html to remove it, and
things worked.

Another symptom that I hadn't reported was that RDP, FTP, and everything but
HTTP wasn't working.
